Gao Minsheng (1944) hails from Chang'an, Shaanxi Province. He graduated from the Chinese Painting department of the Xi'an Art Academy in 1968. He has been employed in the Yan'an Memorial Hall, the Shaanxi Provincial Cultural Office, and the Shaanxi Provincial Mass Art Centre.

Gao's specialty is Chinese painting. He collaborated with Cai Liang and Zhang Baiyi.
