Gao Quan (1936-2014) hailed from Bengbu, Anhui Province. He entered the Oil Painting Department of the Central Art Academy in 1956, and graduated from Dong Xiwen's workshop in 1961. In 1962, he joined the People's Liberation Army. He has been engaged in editorial art work in the Navy and the General Staff.
He has cooperated on poster designs with Yang Keshan, Kang Dong and Qian Zhilin.
Gao, who excels in oil painting, heads the Weihai Naval Art Academy, and is professor at the PLA Fine Arts Academy.
