Luo Xixian (1946) hails from Dongwan, Guangdong Province. After his graduation in 1963 from the middle school attached to the Zhejiang Art Academy, he started work in the Shanghai No. 4 Machine Plant, and taught himself drawing in his spare time. In 1978, he transferred to the Shanghai People's Fine Arts Publishing House, where he became a member of the Cartoon Strip Creation Office.

Luo's forte are cartoon strips.
