Chen Peiyu (1934) was born in Weihai, Shandong Province. He went to Dalian with his parents in 1949. In 1958, he entered the Department of Traditional Chinese Painting of the Lu Xun Academy of Fine Arts. After graduating in 1962, he taught in the Liaoning Art Normal College for eight years. In 1970, he was transferred to Dalian City. He worked engaged in art teaching and counseling work for the Municipal Party Committee and the Municipal Cultural Bureau Mass Art Museum.

Since 1958, his works have been published in PLA Literature and Art (解放军文艺), Liaoning Pictorial (辽宁画报), Liaoning Mass Literature and Art (辽宁群众文艺). His work has been published by the Shanghai Education Publishing House and the People's Fine Arts Publishing House.
