He Bing (1943) was born in Xichong, Sichuan Province. He graduated from the Beijing Arts and Crafts School in 1959 and served as stage designer, art editor and teacher of the Tibet Military Region and the Lanzhou Air Force Art Troupe. Now he is the artistic director of Huahan International Cultural Development Company of the Ministry of Culture.

He is good at oil painting and stage design.
