He Yongming (1948) is from Ningbo, Zhejiang Province. He received no formal training, but started working in the propaganda section of the Yunnan Tin Company in 1971. In 1984, he entered the Yunnan Art Academy for advanced studies. Currently, he is manager of the Industrial Arts Service Section of the Yunnan Tin Company.

He is known for his papercuts and block prints; he was awarded prizes for the latter.
