Li Heng (1928), from Hunyuan, Shanxi Province, taught himself drawing. After he started working in 1949, he engaged in art production in his spare time. He was attached to the Shanxi Provincial Library.

Li is known for his New Year pictures and serial cartoons. Some of his works have been included in the collection of the China Art Gallery.
