Lin Qinghe (1947) was from Peng'an, Sichuan Province. In 1967, he graduated from the high school attached to the Sichuan Academy of Fine Arts. Currently, he is an associate research librarian at the Cultural Center of Wangcang County.

His New Year painting "Beloved comrade Xiaoping" was selected for the 7th and 8th National Art Exhibition. Lin is good at pastel paintings and serial cartoons. He has published more than 50 New Year pictures, comic strips, and posters.
