Liu Baogui (1945) was a native of Shenyang, Liaoning Province. He studied in the Fine Arts Department of Liaoning Art Teachers College in 1961, and studied in the Painting Department of the Tianjin Academy of Fine Arts in 1986. He is known for his New Year paintings, Chinese paintings, and art education.

He has been engaged in middle school fine arts teaching for many years. He is currently a full-time instructor and associate professor of fine arts in the Youth Palace of Dandong City.
