Liu Bingliang (1934) hails from Faku, Liaoning Province. In 1951, he entered the Art Department of the Shenyang City Literary and Art Cadre Training Class. After graduating in 1952, he was assigned to work in the Shenyang City Federation of Literary and Art Circles. In 1956, he transferred to the Fine Arts Department of the Shenyang Mass Art Museum. In 1958, he entered the cadre training class of the Lu Xun Academy of Fine Arts for two years. After graduating in 1960, he has long been engaged in mass art education.

Liu specializes in Chinese painting and cartoons.
