Liu Fanguo (1931) is from Xiangxiang, Hunan Province. After his graduation from the Hunan Central China Superior Art Normal College in 1950, he taught at middle schools. In 1960, Liu graduated from the Oil Painting Class of the Fine Arts Department of Hunan Normal College and worked in the province's cultural palace. He transfered in 1972 to the Hunan Provincial Art Creation Group.

Liu is known for his oil paintings.
