Liu Qingtao (1941-2009) was from Yongji, Jilin Province. He graduated from the Jilin Provincial Secondary Art School in 1959. He successively served as the stage designer of the Jilin Opera Troupe of Jilin Province; artist in the Chuncheng Theater of Jilin Province; art cadre of the Tongyu County Cultural Center of Jilin Province; and art cadre of the Kuancheng Cultural Center of Changchun City.

Liu was known for his New Year pictures.
