Liu Sanduo (1939) was from Chongyang County, Hubei Province. In 1958, he was admitted to Hubei University (now Zhongnan University of Economics and Law). In 1960, he went to work in the Chinese Artists Association Wuhan Branch. After 1964, he worked in various culture related positions. In January 1998, he was hired as a librarian of the Hubei Provincial People's Government.

Liu is known for his oil paintings. His works were mainly exhibited in the mid-1970s.
