Luo Genxing (1955) was born in Shenxian, Hebei Province. After his graduation from the Oil Painting Department of the Tianjin Art Academy in 1986, he was employed in the Political Department of the Shaanxi National Defense Scientific Work Committee.

Luo is specialized in oil painting and blockprints.
