Mei Xiaoqing (1930) was born in Huangmei, Hubei Province. He joined the People's Liberation Army in 1949 upon his graduation from senior high school. In the following years, he created art in his spare time. In 1979, he became deputy-head of the creation group of the Kunming Military Region, and in 1985, he became the deputy director of the Kunming Chinese Painting Academy. He retired in 1987.
Initally, Mei created oil paintings and woodblock prints. But from the 1960s on, he only produced Chinese paintings, some of which have been included in the collection of the China Art Institute.
