Pan Xiaoqing (1941-2021) was born in Wuxi, Jiangsu Province. Pan is a self-taught calligrapher and painter. After the 1970s, he became art editor of the Jiangsu People's Publishing House. He later worked with the Jiangsu Youth and Children's Publishing House.

Pan was a renowned designer of book lay-outs, but he is also appreciated for his designs of wall charts. Furthermore, Pan painted Chinese paintings.
