Pei Wenlu (1944) was born in Kunming, Yunnan Province. Pei is a retired cadre of the Yunnan Provincial Traffic Police Corps. He is now a visiting professor at the Yunnan Academy of Arts and the Honorary Dean of the Academy of Literary and Art Circles of the Yunnan Provincial Public Security Bureau. He loved art since he was a child, and began publishing works in newspapers and magazines at the age of 18.

Pei is good at oil painting, traditional Chinese painting and watercolor painting.
