Qi Menghui (1935), of Manchu ethnicity, was born in Yaoting, Hebei Province. After his graduation from the Oil Painting Department of the Central Art Academy in 1963, he taught at the Art Department of Guizhou University. He now serves as a professor at the Hebei Normal University and heads the Oil Painting Teaching and Research Office.

Qi's works have been included in various collections, including that of the Norman Bethune Memorial Hall in Canada.
