Quan Tai'an (1945) was born in Lixian County, Hebei Province. In 1968, he graduated from the Tianjin Academy of Fine Arts. He was engaged in art creation in a department of the People's Liberation Army. Now he is, among other work, Director of the Business Department of the Hebei Art Academy.

Quan is known for his Chinese painting.
