Wang Fangqing (1949) was born in Qingdao, Shandong Province. After graduating from the Arts and Crafts School in 1970, he joined the army (1971) and worked as an art creator in the Cultural Department of the Political Department of the Jinan Air Force. He was demobilized in 1980. In 1986, he graduated from the Fine Arts Department of the Qingdao Institute of Education.
