Wu Weiming (1958), also known as Vai Meng Ung, was born in Macau. In his early years, he studied drawing and watercolor. He won a scholarship to study at the ARCO Art Institute in Lisbon, and graduated from the Department of Painting in 1992. In 2002, he obtained a master's degree in Chinese painting theory from Guangzhou Academy of Fine Arts. In 2010, he received a doctorate degree in fine arts from China Academy of Art.

He was appointed as Director of the Cultural Affairs Bureau of the Macao Special Administrative Region Government in 2010.
