Zhang Kuan (1921-2009) was from Guoyang, Anhui Province. In 1946, he graduated from the Art Department of Anhui University and taught at the Linquan District Normal College. In 1948, he became head of the Art Teaching and Education Materials Group at the Bengbu Municipal Chongzheng Middle School. He remained active as an artist and art administrator in Bengbu.

Zhang was specialized in flower-and-bird painting.
