Zhang Wanchen (1945) hails from Xinjin, Liaoning Province. After his graduation from the Fine Arts Training School of the Liaoning Normal University in 1968, he was assigned to work in the Xinjin District Cultural Center, where he became head of the Fine Arts Section.

Zhang is known for his New Year pictures and has received numerous prizes for his work.
