Fu Qizhong (1938) was born in Wuhan, Hubei Province. He graduated from the Hubei University of Arts in 1959. He was a professor at the Yunnan Arts College.

Fu has been engaged in art education and the creation of oil paintings, propaganda posters, watercolor paintings and other fine art works for a long time. In 1988, he held a solo exhibition at the National Art Museum of China in Beijing.
