Liang Wancheng was born in Lingshan, Guangxi Province, in 1941. He has been engaged in cultural work in the military since the 1950s. He entered the Naval Academy in 1960 and graduated with a major in construction and port in 1962. He was later selected to study at the art training class of the Ministry of Culture and the Political Department of the Navy, where he studied under the famous military artists Wu Min, Lü Enyi, Xie Guangnian, Yu Mu and others. In 1970, he was demobilized and returned to his hometown, where he worked as a farmer for three years. After demobilization, he was engaged in art work in grassroots cultural institutions until 2002, when he retired. His works have been exhibited at All-Army Art Exhibitions and Navy Art Exhibitions. Moreover, his art has been published in the Liberation Army Daily (解放军报) and other newspapers such as Navy News (海军报).
