Li Gang (1951) was born in Wuxiang, Shanxi Province. After his graduation from middle school, he went to work in the Jiaxiu Textile Factory. He became an official in the All-China Federation of Trade Unions' chapter in the Jiaxiu Coal Washing Factory.

Li is known for his calligraphy, and has brushed the slogans in the 1998 posters "Millions of people all of one mind strive for the ultimate victory in combatting floods and dealing with emergencies" and "The people of the disaster areas expect your sympathy".
