Lin Chenghan (1943) hails from Dalian, Liaoning Province. He graduated in 1968 from the Industrial Arts Department of the Lu Xun Art Academy. In 1976, he graduated from a refresher course in the Chinese Painting Department of the Liaoning Chinese Painting Research Group. He now heads the Art Work Department of the Dalian Municipal Mass Arts Center.

Lin is specialized in Chinese painting and propaganda designs.
