Zhao Zhenwan (1938) was born in Laiyang, Shandong Province. He graduated from the art department of a district normal college in Shandong Province in 1954, and worked for many years in education and local art institutes. He transferred to become art editor in the Shandong People’s Publishing House in 1979 and moved on to the Shandong Children and Youngsters Publishing House. He now works for the Mingtian (明天, Tomorrow) Publishing House.

Zhao makes cartoons and art for youngsters. He is also known for his writings.
