Chen Zhengming was born in 1944 in Wuhan, Hubei Province. He joined the People's Liberation Army in 1964, where he served in the political department. After transferring to the Tianjin People's Fine Arts Publishing House in 1965, he was responsible as editor in the office that published illustrated albums.

Chen is known for his woodblocks.
