The threat of an invasion by the Soviet Union or America plays an important role in propaganda, to keep the population in a constant state of alertness. The slogan "Prepare for war, prepare for famine, for the people" (Bei zhan, bei huang, wei renmin 备战、 备荒、 为人民) was proposed by Mao Zedong in 1965.
