Liang Pingbo (1945) is from Changting, Fujian Province. He graduated from the Zhejiang Art Academy in 1970. Liang has been editor of the Gongnongbing huabao (工农兵画报, Worker-Peasant-Soldier Illustrated, Zhejiang), the Zhejiang People's Publishing House and the Zhejiang People's Fine Arts Publishing House.

The poster 'New hand' is a collaborative work of Liang Pingbo, Gao Eryi and others. On the famous poster 'Tempering red hearts in stormy waves', Liang and Gao collaborated with Zong Wenlong and Dong Xiaoming.
