The banner reads "Congratulations to the success of the new type waterwheel; Baisha Village Farmer's Cooperative" (庆贺新式水车成功; 白沙乡农会), the sign on the treadwheel "Single Person Pedal Waterwheel. Peng Wenyi made it 1952 (单人脚踏水车. 彭文一造1952).

This treadwheel even made it to People's Daily (人民日报), July 15, 1952:
With the strong support of the People's Government and the mutual aid group, Peng Wenyi, a member of Zhou Renliu Mutual Aid Group in Baisha Township, Hengshan County, Hunan, made a new single-person pedal waterwheel. One person using this waterwheel can draw water as efficiently as three people using the old waterwheel. This waterwheel can overcome or alleviate the difficulty of lack of manpower during drought.
