The title of the poster is from Mao Zedong's poem The PLA Captures Nanjing (人民解放军占领南京), written April 1949 on occasion of the crossing of the Yangzi river by the army in the final stages of the Civil War.
"Where tigers crouch and dragons coil" is also a metaphor for dangerous terrain.
