The building in the centre is the "Happiness Township Club" (幸福乡俱乐部). A "Bumper Harvest model worker" is being sent off by car, with firecrackers and a festive parade, to attend the National People's Congress. The car looks very much like a Shanghai Phoenix (凤凰 - Fenghuang), one of the first cars produced in China.
