'Fourth Machinery Department' was the brief name for the Fourth Ministry of Machinery Industry of the People's Republic of China.
Tan Youming (谭右铭), active Party member since 1933 and serving in the People's Liberation Army and its precursors since 1937, became Vice Minister of the Fourth Machinery Department in 1963.  On this poster he is accused of all kinds of decadent and counter-revolutionary behavior since his birth in an affluent family.
