The title refers to the meeting of the Executive Committee of the World Peace Council in Oslo, 29 March - 1 April 1952, where a declaration against bacterial warfare was adopted. The rat under the red book has the face of Harry Truman, President of the USA, and holds a glass retort with small animals and insects, labelled "American made bacterial organisms"  (美製細菌生物).
