The official English translation of 和谐中华 (Harmonious China) as provided on the poster is "Famous City, Concordant China". Apart from Mao Zedong, Deng Xiaoping, Jiang Zemin, and Hu Jintao, there are small cartouches with the ten (!) marshals, i.e., including Lin Biao.
