A board game (Sugoroku - 双六), published in Japan as the New Year treat of Seugaku Year 2 (セウガク二年生), a magazine for elementary school pupils in grade 2.
The game goes from bottom right, the departure of Japanese troops for China, via the numbered spaces showing their exploits in China and scenes of the supportive home front, to their eventual victorious homecoming in the center.
"China Incident" was a Japanese euphemism for the Second Sino-Japanese War.
