A set of safety production legal education wall charts was compiled and printed in 1987 to cooperate with the implementation of the instructions of the Party Central Committee, the National People's Congress Standing Committee and the State Council to overcome bureaucracy and strengthen safety production.

Titled "Disobeying orders and staining the gantry crane with blood" (不听指挥血染龙门吊), the poster recounts how, in 1986, Lü XX, a middle-aged migrant worker, was allowed to operate a gantry crane without supervision. He had no knowledge of how to operate the crane and caused the death of one co-worker. Lü was sentenced to three years in prison.
