The 11th sheet, "Improvement of people’s material and cultural living standards within five years" (五年内人民物质文化生活水平的提高), shows eager customers. On the right, estimates are given for increases in labor force; wages; housing; and health care facilities. Below, "Development of cultural and educational undertakings within five years" (五年内文化教育事业的发展), shows a classroom and a cinema.
